[fix]Proliferate & player targeting in manual mode

Hi,

Contagion Clasp will not let you select a player which does have a poison counter when you choose to proliferate manually. Dialogue shows up saying "Illegal target (player).". Automatic proliferate does give a player an extra poison counter.
