Prime Speaker Zegana draws cards equal to its power after the +1/+1 counters are added, PLUS the number of +1/+1 counters added. (effects like Glorious Anthem affect this consistently- for example, if there is a Glorious Anthem, you draw two more cards)

What exactly should be the correct behavior/interaction ?
Prime Speaker Zegana should only draw cards equal to its final power after entering play, after replacement effects and other triggers resolve.
Are any other cards possibly affected by this bug ?
