Describe the Bug:
I see in some card request threads from a while back that Frost Titan's counter ability may not be possible. I see no record of that in the bug archives while searching so thought I would put it out here just in case.

Frost Titan does not counter things that target it unless their owner pays 2.

Which card did behave improperly ?

Any programmer know the status of this? It isn't listed in any unfixable section, but is still bugged. Should we add it to the unfixable list?
