Induce Paranoia asks you to cast it twice (after you spend the 2UU it asks you to spend 2UU again and if you can't it isn't cast).

The cost can be paid correctly if you have a
source of mana available even if you don't use it.if you don't you will have to pay twice.

All the similar cards from Ravnica were fixed some time ago.
