Malicious Advice ask for UB then X then game allow to target any number of permanent but land and ask for more X for any permanent chosen

What exactly should be the correct behavior/interaction ?
Malicious Advice ask for UB then X then game only allow to target X permanent, land included
Are any other cards possibly affected by this bug ?
