Deserted Temple does not tap for 1.

Which card did behave improperly ?

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?

1- It never highlights as active-able.
2- BUT it taps ONLY on opponents turn.
3- You can never use the untap target land ability.
