[fixed/closed]Arrest doesnt work on Time Elemental

Describe the Bug:
Time Elemental can still activate its activated ability though it is enchanted with Arrest.

Which card did behave improperly ?
Arrest (?)

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
16/11/2013 : Portals to Theros, Gauntlet

What exactly should be the correct behavior/interaction ?
Time Elemental should not be able to activate its activated ability.

Are any other cards possibly affected by this bug ?
Not sure...

These kind of effects works only on cards coded in C. You've to wait until we recode all.

Thanks, I'm assuming I'll continue to report these cases when I noticed them.
