[fixed/closed]Rekindled Flame

If Rekindled Flame is in its owner's graveyard during his/her upkeep and his/her opponent has at least 1 card in hand, all cards in that graveyard, including Rekindled Flame, are exiled. This also happens on upkeeps during which Rekindled Flame has been discarded.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
If Rekindled Flame is in its owner's graveyard during his her upkeep and his/her opponent has at least 1 card in hand, Rekindled Flame doesn't trigger anything by itself.
Are any other cards possibly affected by this bug ?
