Baron Sengir vampire regen ability is not available when its requirement is met (other vampire creature killed)

Tested on Vampire Interloper and Vampire Hexmage

Fixed in 12770a4

Still doesn't trigger when a vampire dies. Also doesn't trigger legend rule.

Fixed the legend rule in 4bfbf69
The regeneration ability works for me.

Now the only bug is that it can regenerate itself while it can regenerate Only other vampires.
