Describe the Bug:
Derevi, Empyrial Tactician 's activated ability can't be activated. When it's in its owner's command zone, said owner can't pay 1GWU to put it onto the battlefield any time he/she could cast an instant.

Which card did behave improperly ?
Derevi, Empyrial Tactician

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
CIA v2, Duel

What exactly should be the correct behavior/interaction ?
Derevi, Empyrial Tactician 's activated ability can be activated any time its owner could cast an instant.

Are any other cards possibly affected by this bug ?

This is confirmed only for the first time you try to cast Derevi, Empyrial Tactician from the Command zone with it's activated ability and you can't use it's ability.It works fine after you have cast it normally as a Commander then you can cast it as an instant from the command zone.
As I understand it is approximated to work like this:
You can only cast it for the first time ONLY normally from command zone as it costs only {G} {W} {U} and after that first time as the cost goes to {2} {G} {W} {U} and bigger each time so you can cast it ONLY for it's activated ability which is cheaper and at instant speed and normally every player would cast it through it's activated ability for {1} {G} {W} {U}

EDIT- However I have probably found 2 more bugs.


1- You can't cast another Derevi, Empyrial Tactician if the first you have cast isn't dead,then you can cast a 3nd while 2nd is in play.(having to do with origin bug)?
2- I don't know if it is a global thing but if you cast another and the legend rule makes you sacrifice one if you keep the newly cast and sac the old to the legend rule you are not asked to use it's Enter the battlefield ability.

New bug 2 does happen for other legends, yes, and I've fixed it in ad79868 (with a truly awful hack). I'm not sure if the enter-the-battlefield trigger should happen even if you sacrifice the new legend, but for now I'm disabling it. No reason to risk it when the legend rule's triggering at the wrong time anyway.

I understand the approximation that's currently used might be necessary to make it work at all, but the way it works right now (Apr14), the {1} {G} {W} {U} cost triggers cards like Spellshock or Horn of Plenty and, most importantly, isn't instant speed at all.
It is also unaffected by cost modifiers like Sapphire Medallion like it should be, but that also means that the cost paid to play Derevi can't be reduced to less than {1} {G} {W} {U} once it has been cast and returned to command zone, which the regular casting cost of {2} {G} {W} {U}, {4} {G} {W} {U} etc could.

The most convenient way for the player would be using the Rules Engine card to activate the instant speed ability for {1} {G} {W} {U} (if done right, it also wouldn't trigger "when a player casts..." triggers, I assume), while using the command zone card to pay its regular cost (which in turn would trigger "when a player casts..." triggers as well as being affected by cost modifiers and counting for storm).
Since there's no precedent for a creature having activated abilities when being in the command zone, I'd guess that something like this would require rather complex coding or might even be impossible to code. The effect is unique, so it will most likely mean an inversely proportional effort<->payoff ratio, but seeing as the devs were able to implement flashback despite the uninteractive graveyard viewer UI, it might be doable, after all.

The ability of playing Derevi (and the other Commanders with Flash) at instant speed is currently implemented :)

Derevi can now be put onto the battlefield at instant speed via its activated ability.

However, the ability can only be activated once Derevi has been cast for its regular casting cost at least once.

Lastly (and I'm not sure whether this can be fixed at all), once Derevi's activated ability can be activated, there is no way to cast it for its regular cost (+ penalty).

There's a new mode selection popup that lets Derevi's owner chosoe whether to cast it or put it into play via its activated ability as of CoRM15 mini2.

The activated ability can only be activated at sorcery speed, though.

As of CoRM15 mini4,

1) Derevi's activated ability can only be activated if Derevi has been cast for its regular casting cost and returned to command zone at least once. (From then on its controller can choose whether to cast it or put it onto the battlefield via the ability.)

2) Once its activated ability can be activated (now at instant speed), Derevi can be cast for flash.

So a mix of old and new bugs here.
