Describe the Bug:
The ultimate ability works only on permanents, not instant or sorcery spells.

What exactly should be the correct behavior/interaction ?
Works on all cards going to gy.

Are any other cards possibly affected by this bug ?

Also prevents milled cards from going to the graveyard at all instead of putting them in your hand afterwards. (That's correct for Wheel of Sun and Moon, though, which actually is a replacement effect.) I have a fix for that. May have a fix for the other parts by the time I finish rewriting Lazav, Dimir Mastermind.

Tamiyo was fixed in 001e667, and Rest in Peace and Wheel of Sun and Moon in d2e6b6e and dd20f3f.
