When a player controls Mind's Eye and his/her opponent put a card into his/her hand via Sea Gate Oracle 's triggered ability, Mind's Eye triggers and allows its controller to draw a card.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
When a player controls Mind's Eye and his/her opponent put a card into his/her hand via Sea Gate Oracle 's triggered ability, Mind's Eye doesn't trigger.
Are any other cards possibly affected by this bug ?
Possibly other cards that trigger off drawn cards, such as Underworld Dreams etc.
