Describe the Bug:
Both Eidolon of Rhetoric and Rule of Law don't limit the amount of spells played per turn when either is or both are on the battlefield.

What exactly should be the correct behavior/interaction ?
When Eidolon of Rhetoric is on the battlefield, players can't cast more than one spell each turn.
When Rule of Law is on the battlefield, players can't cast more than one spell each turn.

Are any other cards possibly affected by this bug ?

Both missing cc[2]=12 in ct_all.csv; flagged for update. They should work if either player has a card with storm in his deck.
