After selecting two of my opponents target creatures things get messed up. Every other creature that target opponent controls also gets that red circle over it and a message appears which says "which creature will be sacrificed?". A choice that my opponent should make, not me. When I try to continue by selecting a target I get the message "Illegal target (can't target this)." The latter being correct as it is not up to me to make the choice.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
After selecting two target creatures that my opponent controls my opponent should choose which one gets sacrificed and which one gets a -1/-1 counter
Are any other cards possibly affected by this bug ?
