[fixed/closed]Molting Skin

Not a bug as such because Molting Skin does exactly what it is supposed to do, it works, but Molting Skin constantly asks "Fast Effects?...Use Regeneration Effects". It does so immediately after entering the battlefield and after that on every occasion it gets. Even when there are no creatures at all on the battlefield it still likes to be used.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Molting Skin should only ask "Fast Effects?...Use Regeneration Effects" when it is appropriate to do so, when a creature can be or needs to be regenerated.
Are any other cards possibly affected by this bug ?
No.
NOTE: in the saved game it is the card that is drawn so you can see it asks already after entering the battlefield and like mentioned on every occasion it gets after that.
