[fixed/closed]Phyrexian Tyranny no trigger

Phyrexian Tyranny's triggered ability doesn't trigger when a card is drawn by a player.
This used to work in previous Manalink builds. At the very least, it used to work in CIA v2.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
