[fixed/closed]Grand Arbiter Augustin IV reduce artifact cost

Describe the Bug:
When a player controls Grand Arbiter Augustin IV artifacts that produce either {U}

or

cost

less to cast and artifacts producing both {U}

and

cost

less to cast.
For example, an Izzet Cluestone would cost {2}

to cast, Gilded Lotus would cost {3}

and a Talisman of Progress could be cast for free.

This only seems to apply to noncreature cards. For example, Silver Myr's cost wasn't reduced.

What exactly should be the correct behavior/interaction ?
Grand Arbiter Augustin IV's cost reducing ability only affects white and/or blue spells.

Are any other cards possibly affected by this bug ?
Tested Planeshift Familiar cycle and Tempest Medallion Cycle and they only affected colored spells.
