[fixed/closed]Grand Arbiter Augustin IV reduce artifact cost

When a player controls Grand Arbiter Augustin IV artifacts that produce either
or 
cost 
less to cast and artifacts producing both and cost 
less to cast.
For example, an Izzet Cluestone would cost to cast, Gilded Lotus would cost 
and a Talisman of Progress could be cast for free.
This only seems to apply to noncreature cards. For example, Silver Myr's cost wasn't reduced.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Grand Arbiter Augustin IV's cost reducing ability only affects white and/or blue spells.
Are any other cards possibly affected by this bug ?
Tested Planeshift Familiar cycle and Tempest Medallion Cycle and they only affected colored spells.
