When Greater Gargadon is suspended via Jhoira of the Ghitu's activated ability, its owner can't sacrifice permanents to remove time counters from it.
Other cards with abilities related to being suspended like Roiling Horror & co, Deep-Sea Kraken, and Pardic Dragon work as intended when suspended via Jhoira.
Which card did behave improperly ?
Greater Gargadon

What exactly should be the correct behavior/interaction ?
Greater Gargadon's owner may sacrifice permanents in order to remove time counters from it when it has been suspended via Jhoira of the Ghitu's activated ability.
