Sylvan Ranger's triggered ability is mandatory. Its controller can choose an invalid card e.g. a creature) in order to not put a card into his/her hand, but the library is always shuffled.

What exactly should be the correct behavior/interaction ?
Sylvan Ranger's triggered ability is voluntary.

Other cards with the "may search his or her library" clause
