[fixed/closed]Erratic Portal no payment prompt

Describe the Bug:
If Erratic Portal's controller targets one of his/her own creatures with Portal's ability, that creature is always returned to its owner's hand. The game doesn't ask whether that player wants to pay {1}

or not.

Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
