Describe the Bug:
When Pandemonium is on the battlefield and a creature enters the battlefield, that creature's controller has to choose a target for Pandemonium's triggered ability.

Which card did behave improperly ?
Pandemonium

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
JOU, duel

What exactly should be the correct behavior/interaction ?
When Pandemonium is on the battlefield and a creature enters the battlefield, that creature's controller may choose a target for Pandemonium's triggered ability.

Are any other cards possibly affected by this bug ?

- Long term task: inserting all the good stuff I left out from the "Golden Years" mod

Still triggers automatically, no chance to cancel. Possibly affected by this.

It's one of the triggers in which making it optional is a big problem, so the targeting is optional instead.

That's what BAgate is talking about, though. The targeting can not be canceled.
