Howling Wolf's ETB ability will always prompt the card selection/library viewer popup. Hence, the library is always shuffled, even if an invalid card or no card at all is chosen.

What exactly should be the correct behavior/interaction ?
The fetch is optional.
Are any other cards possibly affected by this bug ?
