When an Ivory Gargoyle token (e.g. put onto the battlefield via Kiki-Jiki, Mirror Breaker) dies, a blank legacy effect card with Air Elemental artwork is put into that token's controller's hand at the end of that turn.
That player's next draw step is not skipped until that player plays said blank legacy effect card (mana cost = 0), in which case he/she will skip the draw step of his/her next turn after that legacy effect card has been played.

What exactly should be the correct behavior/interaction ?
Token copies of ivory Gargoyle behave the same way the original card does. That means that when one of those tokens dies, its controller skips his/her next untap step, which is indicated by a legacy effect card appearing on the battlefield, not in that player's hand.
Are any other cards possibly affected by this bug ?
