[fixed/closed]Mist of Stagnation "target" restrictions

Describe the Bug:
1) Mist of Stagnation's triggered ability prompts the help text "Illegal target (tapped)." when attempting to choose an untapped permanent. If a player has exactly as many or more cards in his/her graveyard than he/she controls tapped permanents, the client will keep asking him/her to "select target permanent" (ability doesn't target according to Phantasmal Bear, though) until each tapped permanent has been chosen.

2) Mist of Stagnation's triggered ability prompts the help text "Illegal target (controller)." when attempting to untap a permanent controlled by the opponent.

3) Mist doesn't force a player to choose permanents controlled by the opponent, if the cards in that player's graveyard outnumber the permanents he/she controls.

What exactly should be the correct behavior/interaction ?
Taken from the Judgment FAQ sheet:

* When the triggered ability resolves, the player whose turn it is counts the number of cards in his or her graveyard. Then that player chooses that many permanents and untaps them.

* You may untap an untapped permanent with this ability. If you do, nothing happens to that permanent.

* You can untap any permanents, not just ones that you control. And you must untap as many permanents as you can. So, if the cards in your graveyard outnumber the permanents you control, you must untap some of your opponent's permanents. You choose which ones to untap.
Are any other cards possibly affected by this bug ?

1st 2 are fixed, 3rd is not. You are not forced to choose different permanents, so you can just choose 1 permanent over and over.

After selecting target permanents nothing untaps and untargetable mark doesn't go away.
