[fixed/closed]War Tax x is always 0

When a player tries to activate War Tax, the help text reads "ACTIVATING: War Tax, Tap -11
". That player can't choose the amount of mana spent on the 
part of the activation cost, because as soon as has been paid, a legacy effect card is attached to War Tax and the payment prompt ends.
Legacy cards attached to War Tax this way don't have any effect on creatures declared to attack War Tax's controller, i.e. X=0.
