Describe the Bug:
When Reality Ripple is being used to phase out a land the phased out land doesn't phase in before its controller untaps during his or her next untap step. Neither does it phase in at some other point/step, it stays phased out.

Which card did behave improperly ?
Reality Ripple

Which update are you using?(date, name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink Update 2014/05/06: Journey into Nyx / TYPE: Duel

What exactly should be the correct behavior/interaction ?
When Reality Ripple is being used to phase out a land the phased out land should phase in before its controller untaps during his or her next untap step.

Are any other cards possibly affected by this bug ?
No

Only applies to tapped lands, untapped lands phase in as they should.

Now they phase in also lands that were tapped when exiled but phase in tapped and same is for creatures.
As it is now I don't see how it can have any impact on game since nothing? is affected by them phasing in tapped. So do we close this?

Actually, Winter Orb and its kin do effect this, so we should leave it open.

Edit: Strike that, you managed to confuse me again. Things phase in in the same condition they were in when they phased out. So tapped lands should phase in tapped (different from being exiled and returned to the game). It appears that it is working correctly now and can be closed.

I don't think it was said explicitly, but there was never any language about phasing in untapped. It specifically says phasing in doesn't cause it to change zones or control, and that permanents attached to it stay attached and phase out with it. With that level of specificity I'd expect them to mention if there was a change in tapped status. Instead they use the language that it is treated as though it doesn't exist and that once it phases in "The game once again treats it as though it exists." Again, there is no mention of a change in being tapped or untapped in the interim.

Another way of looking at it is that phasing is a status, at the same level as tapped/untapped. Rule 110.6c says "A permanent retains its status until a spell, ability, or turn-based action changes it, even if that status is not relevant to it." Since there is no mention of changing the status of tapped/untapped and it doesn't reenter the bf when it phases in, one must conclude that the tapped/untapped status remains unchanged.

I was looking in the 9/26/2015 comprehensive rules if it makes a difference.
