Describe the Bug:
When a player controls Grudge Keeper and that player's opponent votes for a choice the first player didn't vote for, said opponent doesn't lose 2 life.

Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
When a player controls Grudge Keeper and that player's opponent votes for a choice the first player didn't vote for, said opponent loses 2 life.

I fear this is card specific, could you test with various cards with WoC and a Grudge Keeper in play ?

Council Gaurdian - does not trigger
Council's Judgment - does not trigger
Custodi Squire - can't get AI to vote for something I didn't, but when AI cast it never triggered.
Magister of Worth - triggers
Plea for Power - triggers
Split Decision - triggers
Tyrant's Choice - triggers
