Describe the Bug:
1) After the player has chosen a nonland permanent he/she doesn't control, each player gets to vote on "pass" or "exile". Then the opponent chooses a nonland permanent and each player votes for pass or exile again. Each permanent for which both players chose "exile" is then exiled.

2) The opponent can choose a nonland permanent controlled by Council's Judgment's controller.

What exactly should be the correct behavior/interaction ?
Each player chooses a nonland permanent not controlled by Council's Judgment's controller (without afterwards voting for "exile" or "pass"). Then each permanent that was chosen (in a 2 player game) this way is exiled.

Are any other cards possibly affected by this bug ?

At least bug 1 is back in CoRM15 mini4.

The upside is that this method makes the card less broken, since the player can just choose 'pass' for the permanent the AI chooses, in case it's not the permanent the player chose (which is the case in most scenarios).
