Describe the Bug:
1) Soul of Ravnica's activated ability draws way too many cards. That also applies to its second ability (exile from gy). In a clean game with Soul of Ravnica being the only card on the battlefield, it made me draw 4 cards.
In the attached savegame, it made me draw 60 cards.
2) Soul of Ravnica's activated abilities each cost

What exactly should be the correct behavior/interaction ?
Soul of Ravnica's activated ability makes its controller draw one card for each color among permanents he7she controls.
Each of the abilities costs

Are any other cards possibly affected by this bug ?
