Describe the Bug:
Pact of the Titan creates a legacy card for paying mana or losing the game, but otherwise it does nothing. No creature token put into play.

Checked all pacts, only Slaughter Pact had an issue and created a separate report.

It's the usual 0/0 token problem, it's fixed in 6cac7ba
