Describe the Bug:
Clock of Omens' activated ability can't target tapped artifacts [prompts help text "illegal target (tapped)].

Targetting an untapped artifact and tapping it in response will correctly untap it upon reolution, though.

Clock used to work in JOU.

Ok guys I need some insight on this as this seems totally fine with me.Clock of Omens rules text specifically says tap 2 untapped artifacts so how can you use it's ability tapping a tapped artifact in contrast with Icy Manipulator which just says tap artifact so you can tap an already tapped artifact.

This is about its untap ability not working on tapped artifacts. It can untap untapped artifacts, but it can't untap tapped artifacts (it can if you tap an untapped target in response).

That's why the report reads "[...]can't target tapped artifacts". The "Tap 2 untapped artifacts you control" part of the card that you're thinking of doesn't target anything.
