[fixed/closed]Cyclopean Tomb no upkeep restriction

1) Cyclopean Tomb can be activated at any time.
2) After Cyclopean Tomb died, its controller can cancel the choosing of a land to remove mire counters from during his her upkeep.
Which card did behave improperly ?
CoRM15 mini, duel
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
What exactly should be the correct behavior/interaction ?
Cyclopean Tomb can only be actiivated during its controller's upkeep-
After Cyclopean Tomb died, choosing a land to remove mire counters from during its controller's upkeep is a mandatory action.
Are any other cards possibly affected by this bug ?
