[fixed/closed]Psionic Blast no help text

After Psionic Blasts casting cost has been paid, there's no help text prompting Blast's controller to target a creature or player. Hence, there is also no cancel button.
The targetting works as intended, as does the dealing of damage.
Which card did behave improperly ?
