[fixed/closed]Relic Bind doesn't target

When the artifact enchanted by Relic Bind becomes tapped or its activated ability is activated, Relic Bind's controller can't choose a target for either of its modes.
The damage mode will always damage Relic Bind's controller's opponent, ignoring opponent's Witchbane Orb.
The lifegain mode will always gain Relic Bind's controller life, which ignores that player's Ivory Mask.
