Describe the Bug:
1) Witch Hunter's first activated ability can't target Witch Hunter's controller.

2) Witch Hunter's second activated ability can target creatures controlled by its controller.

What exactly should be the correct behavior/interaction ?
Witch Hunter's first activated ability can target Witch Hunter's controller.

Witch Hunter's second activated ability can only target creatures controlled by its controller's opponent.

Are any other cards possibly affected by this bug ?

Works fine, but could we change the help text on 2nd ability to 'target creature an opponent controls' instead of 'target creature'?
