Keeper of the Mind's activated ability can't be activated, regardless of how many cards each player has in hand.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Keeper of the Mind's activated ability can be activated, if its controller's opponent has at least two more cards in his/her hand than its controller at the time of activation.
Are any other cards possibly affected by this bug ?
