Keeper of the Beasts' activated ability can't be activated, regardless of the number of creatures either player controls.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Keeper of the Beasts' activated ability can be activated, if its controller's opponent controls more creatures than its controller.
Are any other cards possibly affected by this bug ?
