Describe the Bug:
Keeper of the Flame's activated ability can't be activated, regardless of eitehr player's life total.

Which card did behave improperly ?
Keeper of the Flame

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
CoRM15 mini3, duel

What exactly should be the correct behavior/interaction ?
Keeper of the Flame's activated ability can be activated, if its controller's opponent has more life than its controller.

Are any other cards possibly affected by this bug ?
Keeper of the Light is also affected by this.

Fixed, see the Keeper of Mind bug report.

Keeper of the Light is fine.

Keeper of the Flame can be activated but doesn't cause damage.
Working on: housekeeping and archived reports

Keeper of the Flame can now be activated, but it only does 1 damage.
