When Land Equilibrium is on the battlefield and a land enters the battlefield under Land Equilibrium's controller's opponent's control, that player is not forced to sacrifice a land, if he/she controls at least as many lands as Land Equilibrium's controller.

What exactly should be the correct behavior/interaction ?
When Land Equilibrium is on the battlefield and a land enters the battlefield under Land Equilibrium's controller's opponent's control, that player is forced to sacrifice a land, if he/she controls at least as many lands as Land Equilibrium's controller.
Are any other cards possibly affected by this bug ?
