[fixed/close]Goblin Welder - incorrect w/ opponents artifact

Goblin Welder seems to resolve incorrectly if you are targeting your opponent's artifacts.
Targeting their artifact during their turn appears to cause them to sacrifice it, but brings nothing back.
More strangely if you target their artifact during your turn, not only is the artifact sacrificed and nothing brought back, but a spell from your graveyard can resolve. In the attached clean game, try welding their Arcbound Ravager during your main phase. For me, it causes my Ponder to cast from my graveyard. (I've tried with other random artifacts to rule out that it is just the Arcbound Ravager producing this effect.)
