Describe the Bug:
When Vedalken Shackles' activated ability is activated and the activation cost has been paid, the help text box vanishes.

Other than that, the card seems to work as intended.

What exactly should be the correct behavior/interaction ?
When Vedalken Shackles' activated ability is activated and the activation cost has been paid, the help text box prompts the player to choose a target.

Are any other cards possibly affected by this bug ?

One note: it can't be activated unless opponent controls a valid target. It should just target creature, so you can target creatures you control.
