Describe the Bug:
When a creature enchanted by Infinite Authority blocks or becomes blocked by a creature with toughness 3 or less, the latter is not destroyed at end of combat and no +1/+1 counter is put on the former.

I wouldn't call it no effect. The infinite number of legacy cards is definitely an effect.

I haven't been able to reproduce that when blocking creatures other than Juggernaught with a creature enchanted by Authority, so that might be card- or ability-specific.

Fixed in f306525

Enchanted creature got 66 counters.
