[fixed/closed]Ragnar bad "trigger"

Ragnar's activated ability can only be activated when Ragnar is dealt damage.
For example, it can't be activated when an Ornithopter is dealt 3 damage by Lightning Bolt.
It can be activated to regenerate itself or another creature when multiple creatures are damaged at the same time (e.g. by Earthquake) and Ragnar is one of those creatures.
Which card did behave improperly ?

CoRM15 mini3, duel
What exactly should be the correct behavior/interaction ?
Ragnar's activated ability can be activated when one or more creatures are dealt damage, regardless of whether Ragnar is one of those creatures or not.
Are any other cards possibly affected by this bug ?
Seems to be the same bug as the one currently affecting Jhoira's Toolbox.
