Rohgahh of Kher Keep doesn't become tapped when its controller's opponent gains control of it due to its controller not paying its upkeep cost.
All copies of Kobolds of Kher Keep of which control is changed are tapped as intended.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
