[fixed/clos]Overload spells do nothing if mana<overload cost
Describe the Bug:
Spells with overload don't prompt the player to choose a target, instead automatically resolve, and do nothing upon resolution, if a player attempts to cast such a spell while he/she does not have enough mana to pay for the respective spell's overload cost.
For example, if I control three Islands and click on Cyclonic Rift, I'm prompted to pay
. After I've paid that cost, the spell resolves, but nothing happens.
The overloaded and non-overloaded portions of the tested spells worked fine when enough mana to pay for the overload cost was available.
Which card did behave improperly ?
Tested Cyclonic Rift, Mizzium Mortars and Vandalblast - likely affects all overload cards

What exactly should be the correct behavior/interaction ?
The non-overloaded portion of a card with overload works, regardless of how much mana its controller has available.
Are any other cards possibly affected by this bug ?
