[fixed/closed]Elemental Augury taps itself, missing effect

When Elemental Augury's activated ability is activated, Augruy is tapped and its controller is neither prompted to choose target player, nor does anything else happen.
It also can't be activated when it's tapped.

What exactly should be the correct behavior/interaction ?
When Elemental Augury's activated ability is activated, its controller chooses a player and rearranges the top 3 cards of the chosen player's library.
Are any other cards possibly affected by this bug ?
