[fixed/closed]Nefashu unless select all-no counters

Nefashu when he is attacking and you select to activate his ability so you don't select 0 target:
If you don't select all available creatures on battlefield (up to 5) and click cancel at a point to stop then all targets will be unselected and none will get -1/-1 counters.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Nefashu,you can stop selecting targets at any point (up to 5) and those targets you select get -1/-1 counters each.
Are any other cards possibly affected by this bug ?
