[fix/close]Ashnod's Cylix controller choose when targets opp

When Ashnod's Cylix's activated ability targets Cylix's controller's opponent, Cylix's controller looks at the top three cards of the targeted player's library and chooses which card is put on top of its owner's library.
Targeting Cylix's controller works as intended.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
When Ashnod's Cylix's activated ability targets Cylix's controller's opponent, Cylix's controller's opponent looks at the top three cards of the targeted player's library and chooses which card is put on top of its owner's library.
