[fixed/closed]Splintering Wind ability no effect

Describe the Bug:
Instead of prompting Splintering Wind's controller to choose a target when its activated ability is activated, the ability goes straight onto the stack after its cost has been paid.

Upon resolution of that ability, nothing seems to happen.
